2020 Plan of Conservation & Development

Local efforts are underway to update the City of Middletown's Plan of Conservation & Development (POCD), which will serve as a guide for future growth and development in Middletown. The POCD will be based on our community's vision to set the goals, values, and strategies that will serve as the framework for future decision-making. Residents, community members, stakeholders, businesses, organizations, and visitors are encouraged to participate and share their opinions on this initiative.

The process will be overseen by staff and a Steering Committee made up of community members, the Planning and Zoning Commission, East-Hartford based consultant CHA Consulting, Inc. (formally CME Associates, Inc.) and The Connecticut Economic Resource Center, Inc. (CERC).

The Plan of Conservation and Development (POCD) is the Town’s Master plan or Comprehensive Plan. The regional POCD is updated at least once every ten years per the requirements of the CGS 8-35a and is a guidance document that sets policy priorities for the future of the region and its communities.
