Department Office Hours

City Hall re-opened to the public on August 3, 2020. The building is open Monday through Friday from 8:30 am - 4:30 pm. 

Visits by Appointment Only


Residents and visitors are still strongly encouraged to conduct business with city departments online or by phone. If you are unable to access online services, you will need to contact the appropriate department to schedule an appointment. Walk-ins will report to the front desk in the lobby to schedule an appointment.

Health and Safety


In order to protect the health and safety of employees and visitors, the City of Middletown is following all CDC Guidelines:

  1. A face covering is required to enter City Hall.  Children under 2 will not be required to wear a face covering.  If you are unable to wear a face covering, you must contact the appropriate city department in advance to schedule a visit to our outdoor meeting area.
  2. If you do not have a mask, one will be provided to you free of charge during your visit.
  3. Please do not visit if you or anyone in your household has symptoms of fever, cough, shortness of breath, new loss of taste or smell, vomiting, or diarrhea.
  4. Wash your hands or apply an alcohol-based hand sanitizer upon entering the building.
  5. Public restrooms are located on the 1st floor of City Hall.
  6. No food or beverages are allowed in the building.
  7. Physically distanced seating is provided in the council chambers for visitors waiting for their scheduled appointment.
  8. Visitors are asked to immediately exit the building after conducting city business.
