MIDDLETOWN SAFE STREETS AND ROADS FOR ALL (SS4A) ARTERIAL CORRIDOR SAFETY PLAN
 
 The City of Middletown will conduct two public information meetings regarding the Middletown Safe Streets and Roads for All (SS4A) Arterial Corridor Safety Plan

Focus: Main Street Ext. / Saybrook Road & South Main Street (Rt. 17)

Wednesday, February 18, 2026, from 4 p.m. to 8 p.m. at 245 deKoven Drive, Middletown, City Council Chambers.

Focus: Washington Street (Rt. 66) & Newfield Street (Rt. 3)

Monday, February 23, 2026, from 4 p.m. to 8 p.m. at Wesleyan University in the Exley Science Center located at 265 Church Street, Middletown, Woodhead Lounge. (Inclement weather date: March 2, 2026) 

The purpose of each meeting is to inform and engage with residents, businesses, and community stakeholders to collectively develop the Arterial Corridor Safety Plan being funded under the federal Safe Streets and Roads for All (SS4A) Program. This planning study is an SS4A Planning and Demonstration Grant guided by the Federal Highway Administration’s Safe System Approach, which emphasizes understanding community needs, identifying safety, connectivity, and equity issues for all users, and implementing proven safety tools and countermeasures.

The study evaluates existing roadway physical and operational conditions, crash history, and multimodal safety challenges along several state and city-maintained arterial corridors, including Newfield Steet (Route 3), Washington Street (Route 66), South Main Street (Route 17), and the Saybrook Road/Main Street Extension corridor. Three of these four corridors are state-owned routes; therefore, the study will also require close coordination with the Connecticut Department of Transportation (CTDOT), their policies, design standards, and other related guidance.   The effort also aligns with regional and local planning initiatives, including the Lower Connecticut River Valley Council of Governments Comprehensive Safety Action Plan and Middletown Complete Streets initiatives.

As a planning and safety analysis effort only, no construction or implementation projects are included as part of this phase.

Each meeting will include a presentation followed by a question and answer (Q&A) session. The presentation at each public information meeting will take place from 6 p.m. to 7 p.m. Public participation is strongly encouraged, as feedback will help shape the study’s recommendations.
