Co-Collection Save As You Throw Waste Reduction Program
Free Orange and Green Bag Starter Pack Give-Away
In an ongoing effort to assist residents in the Sanitation District transition to the required Save-As-You-Throw (SAYT) waste reduction program, the City of Middletown will be distributing a free one-time combo pack of orange trash and green food scrap bags. Beginning Wednesday, December 13, 2023, the program-combo pack of 13 of the 15-gallon Orange Trash and 13 of the 8-gallon Green Food Scrap bags will be given away to customers at various locations in Middletown, CT.
Sanitation bills were reduced in November and customers are REQUIRED to use the official City orange bags for trash pickup. The cost of disposal is included in the cost of the bag. If customers don’t use the orange trash bags, they are not paying their full bill. Consistent non-compliance in the SAYT program is a violation and may result in further actions.
Beginning Wednesday morning, December 13, Sanitation District carts will be tagged with instructions on how to redeem the special combo pack of free bags. Residents can download the Community Connect app on their smartphone to redeem their free bags or, for those that cannot download the app, bags will also be available at:
- City Hall, Department of Public Works, Room 210, Monday – Friday 8:30 am – 4:30pm
- Russell Library, Saturday, December 16th 12:00 pm – 5:00 pm and Sunday, December 17th 1:00 pm – 5:00pm
Residents that download the Community Connect App on their smart phone may receive their free bags, using their app, at:

In the first month of the program, the City has diverted almost 8000 lbs of food scraps from the waste stream! Food scraps are sent to Quantum Biopower in Southington, where they are turned into clean energy and compost.
