Trash and Recycling Compliance

Cart Compliance

The City will be monitoring sanitation (trash and recycling) carts for compliance.  Cart customers that are not using the official City of Middletown orange bags will be tagged and notified.  If the violation continues, the cart will not be emptied.  In response, the customer can:

  • Re-bag their trash using the correct bags and set it out the following week with no fee assessed; or  
  • Request a special pick up which is offered Wednesdays and/or Thursdays with a $30 fee* assessed.

Please note: Non-compliant carts will remain unemptied until compliance is achieved.

Customers should communicate with the Public Works office at 860-638-4858 with questions and regarding which action is being taken.  

Carts will be deemed non-compliant carts if they: 

  • Do not have ANY city issued bags and/or
  • Have some non-compliant bags and/or
  • Have trash in them that is not bagged at all

Please note:  criteria does not include trash that might have come from the public, such as coffee cups, fast food wrappers and doggie bags.

Recycling Compliance

The City will also be monitoring recycling carts.  If customers are not recycling correctly, the City will provide educational materials to the customer.  If the recycling non-compliance continues, a warning will be issued.   Non-compliant recycling will be picked up as trash, and will incur a fine up to $100 per individual and $500 per commercial establishment.*

Please note: We appreciate everyone’s efforts to try to recycle correctly.  Egregious violations occur when regular trash is put in the recycling carts or an excess number of plastic bags are put in with the recycling.    

Please note that any acceptable recyclables placed in plastic bags are NOT recycled.    Recycling must be placed loose in the carts.   The City will provide education first, prior to enforcing fees.
