Housing Code Enforcement

The Middletown Housing Code (Chapter 178: Housing Standards) establishes minimum standards governing the condition and maintenance of dwellings located in the City of Middletown. Minimum standards include 1) basic equipment and facilities for light, ventilation, heating, and cooling, 2) basic equipment and facilities for safety from fire and accidents, 3) the use and location and amount of space for human occupancy; and 4) safe and sanitary maintenance. In addition, the housing code determines the responsibilities of owners, operators, and occupants of dwellings.

Services Provided

  • Inspects dwellings, houses, elderly housing facilities, public and commercial housing and other buildings and structures for compliance with the Middletown Code of Ordinances, and Connecticut public health and housing codes and statutes;
  • Issues rooming house and hotel licenses;
  • Issues notices of violations and legal orders;
  • Reviews, approves, and monitors lead abatement plans;
  • Issues condemnation orders for dwellings that are unfit for occupancy;
  • Responds to housing emergencies and coordinates emergency housing relocations;

File a Complaint

The Middletown Health Department receives and investigates complaints received from the public related to public health and housing code violations.  If you are a renter, we ask that you contact the owner/landlord first to address the issue and make the repairs.  If you are unable to get in contact with the landlord or they won't make the repairs, you can file a formal complaint by clicking on the link below:
