Waste Hauler Registration
Registration: In accordance with CGS Section 22a-220, Middletown Ordinance 253-2-253-17, and the rules and regulations of the Department of Public Works, all waste collectors must register annually with the City of Middletown and abide by all local, state and federal laws and regulations. This pertains to any business that collects any type of waste in the City, including, but not limited to: trash, recyclables, shredded paper, hazardous waste, bulky debris and organic material. This allows for open communication between the City and waste collectors, and also helps residents and businesses easily locate the waste collectors that operate in the City. The City maintains a list of Registered Collectors(PDF) and gives this to residents to find a service provider.

Licensing: Starting July 1, 2023, any waste collector delivering any type of material to the Middletown Recycling Center must be licensed with the City. Licensing forms must be returned with a $25/vehicle charge to: Middletown Public Works Department, 245 Dekoven Drive, Room 210, Middletown CT 06457 prior to using the Recycling Center. Each licensed vehicle will receive a sticker that MUST be affixed to the registered vehicle to enter the Recycling Center.

Recycling Center Policies:
- Only waste material generated in the City of Middletown will be accepted at the Middletown Recycling Center. Contractors must show proof of generator location.
- Commencing April 1, 2023, no more than two tons of material will be accepted at one time.
- Commercial haulers of recyclables are not accepted at the recycling center.
- All contractors must follow all recycling center procedures or lose the privilege of using the facility.

Regulations
In Accordance with CGS 22a-220(d), all haulers must submit a yearly report by July 31 to the municipality in which it operates. Forms can be found at www.ct.gov/deep/SolidWasteReporting and then sent to Recycling@middletownct.gov for submission to the City of Middletown.
